So I know not to buy it. Is it Yahtzee? Because that game is really fun, but it seems based around luck. But what really is the biggest luck game out there?

The luckiest board game out there is: Bunco.
Bunco is a completely luck-based game
As it is played today, Bunco is a social dice game involving
100% luck and no skill (there are no decisions to be made).
All adult board games involve some strategy, even those that require more luck than others. Any time a game introduces a decision, the element of luck is reduced. (Imagine Yahtzee where you first have to roll ones, then twos, and so on, rather than choosing where to put your result.)
There are a few kids' games that are all about luck: Candy Land and Chutes and Ladders come to mind.
To find a completely luck-based game, you need to go to a casino and check out the slot machines. Slot machines are one game that requires no strategy, although some will say picking the right machine is a very strategic decision.

Yahtzee is not 100% luck, as there is an element of risk management involved. There are point in the game, when (iirc) the player gets to choose which dice to reroll, right? This means that the win often goes to the player with the best risk management instincts.
However, some games (like the Monopoly you mention in your other questions) are entirely luck based because even though they do contain an element of risk management, everyone already knows which decisions to make when those decisions are presented, which removes the real risk. You might as well, instead of playing a game like Monopoly, just roll some dice, and the highest roll wins. It would save you lots of time.

All of these games (and many more) are tied at 100% luck-oriented, because the winner is always the person with the best die rolls, or best card draws with no other elements involved.
